Tabitha Cephas, RN
Founder and CEO

With more than two decades of experience as a Strategic Nursing Leader and Home Health Care Executive, Tabitha is the driving force behind Tailored Care LLC’s growth and innovation. Her career includes leadership roles at Beebe Medical Center, Christiana Health System, and Highmark Health Options, where she advanced compliance, care coordination, and strategic planning.

Tabitha holds nursing degrees from Wilmington University and Delaware Technical Community College. She is also the founder of the Already Amazing Charitable Corporation, an organization that promotes community empowerment and helps individuals age in place with dignity.

Her leadership continues to shape Tailored Care into one of Delaware’s most trusted home care agencies.

Dr. Shakyra Cephas

Chief Administrative Officer

Dr. Shakyra Cephas serves as the Chief Administrative Officer at Tailored Care LLC and is a practicing Physical Therapist at ATI Physical Therapy.

She earned her Bachelor of Science in Exercise Science with a concentration in Health and Physical Disabilities from the University of Delaware and went on to receive her Doctorate in Physical Therapy (DPT) from Hampton University.

Dr. Cephas has volunteered with Collaborative Efforts to Reinforce Transition Success (C.E.R.T.S) in Newark, Delaware, and has served on the board of Delta Sigma Theta Sorority, Inc., where she continues to be an active member.

Outside of her professional and community roles, Dr. Cephas enjoys spending time outdoors—hiking, biking, and relaxing at the Delaware beaches.

Doris Hagans

Chaplain

With over 25 years of dedicated outreach service, Doris Hagans has made a lasting impact within her community and church. Known for her compassionate heart and unwavering faith, Doris is always ready to pray with and support others, offering a helping hand to anyone in need.

Aniceta Pascual

Office Manager

As Office Manager, Aniceta Pascual oversees the daily operations that keep Tailored Care LLC running smoothly. She coordinates with consumers, employees, and administrative staff to ensure efficient communication and seamless service delivery.

Robyn Johnson

Employee Relations Coordinator

Robyn Johnson plays a key role in fostering a positive and supportive workplace culture at Tailored Care LLC. As Employee Relations Coordinator, she handles employee relations matters with care, fairness, and professionalism.

Robyn works closely with staff to resolve conflicts, ensure policy compliance, and promote open communication across all levels of the organization.

Chelsea Johnson

Recruitment Coordinator

As Recruitment Coordinator, Chelsea Johnson is the first point of connection for many of Tailored Care’s dedicated team members. She supports the entire recruitment process—from posting job openings and organizing interviews to maintaining clear and timely communication with candidates.

Tashia Hughes

Consumer Relations Coordinator

With a deep understanding of consumer needs, Tashia Hughes serves as the bridge between Tailored Care LLC and the individuals and families we serve. As Consumer Relations Coordinator, she oversees the Assessment Coordinators and ensures every client receives attentive, responsive, and compassionate support.

Ruth Bertrand

Staff Development Specialist

Ruth Bertrand is dedicated to helping new employees succeed from day one. As Staff Development Specialist, she guides new hires through the onboarding process, ensuring they are well-prepared, confident, and connected to Tailored Care’s mission and values. Ruth provides the training, tools, and guidance needed for staff to excel in their roles and deliver quality care.
